Director, Finance and Administration

SUMMARY

The Director of Finance and Administration is responsible for all aspects of the business operation of WMFE. As a key member of the Executive Team, this position is responsible for the management and direction of WMFE’s administrative, accounting, human resources, and facilities/infrastructure.  This position has primary day-to-day responsibility for all financial-related activities, policies and practices of the organization. Oversees annual budgets, investment management, long-term financial planning, resource allocation, and regulatory compliance.  In addition, this position will serve as the Secretary and Treasurer for the Board of Directors, and other board committees as appropriate.  Assists the President & CEO on various issues outside of functional area of responsibility as requested.

ESSENTIAL DUTIES & RESPONSIBILITIES

Essential Duties & Responsibilities

Minimum Requirements

Oversees and directs WMFE’s accounting functions and systems. 

Accounting functions ensure compliance with all organizational and regulatory requirements, including GAAP and FASB standards and guidelines.  Information is timely and accurate to aid in short- and long-term decision making.  Accounts receivable are managed efficiently and aged balances are minimal.  Cash is managed effectively to maximize yield in light of liquidity needs. Necessary records are maintained to ensure security and confidentiality. Annual audit is completed on time with a clean opinion and minimal adjustments and observations presented by the independent auditors.  All state and federal tax filings are submitted timely and accurately.

Oversees and directs WMFE’s human resource functions and systems.

Develops and oversees organizational adherence to policies and procedures. Ensures regulatory compliance of all employee practices and timely reporting to various State and Federal agencies.  Develops and oversees the performance management system and employee discipline proceedings.  Supervises employee benefit programs and acts as a Trustee to the WMFE Employee Retirement Plan.  Develops additional or replacement employee benefits as required and/or requested.  Responsible for employee terminations and workforce changes. 

Oversees and directs the planning, replacement, and repair of WMFE’s facilities and infrastructure.

WMFE’s facilities are well maintained and cared for inside and out. A regular maintenance plan is being carried out. Problems are addressed in a timely manner.  Major facility projects/plans are developed on as needed and are incorporated into annual budgets and/or applicable PECO projects.

Overseeing and directs Information Technology functions and systems.

WMFE's computer network, servers, and workstations function smoothly and securely in all normal conditions. Problems are addressed quickly and systematically. All systems function reliably. Systems are in compliance will all relevant regulations. Emergencies are handled in a timely manner.

Leads the development of the annual and long-range operating and capital budgets.

Thorough, systematic analysis of budget trends and factors that may have potentially significant impact on the financial vitality of WMFE.  Budget is maintained and the organization operates at or near projections.  Reports to the President and Board on major issues potentially impacting the finances of the organization are timely and constructive.

Well thought out, highly organized long-range forecasts are developed and maintained.  Budget and long-range forecasts demonstrate clear linkage to adopted plans.

Negotiates and administers all insurance programs and operating leases.  Acts as primary contact to outside legal counsel (Corporate, Labor, and FCC).

The organization’s risk management program is managed effectively and appropriately to minimize exposure.  Leases and contracts meet all regulatory requirements. 

Represents WMFE to the national public radio community and local and regional business/civic organizations. Maintaining strong working relationships with relevant local and national associations and philanthropic community

Effectively represents WMFE as needed at the local, regional and national level.

Recruits, manages, evaluates, and develops the human resources and accounting staff

Develops an effective staff with individuals developing their skills, working well together, and working well with other departments.

Participating in the development of WMFE’s business plans. Leading the effort to understand relevant trends likely to impact WMFE’s future financial situation.

Active participant and resource for planning processes

Serving as a member of WMFE’s Executive Team, sharing responsibility for the ongoing operation of the whole organization.

Works effectively with peers on projects impacting the whole organization. Effectively coordinates department activities to mesh with those of other departments as needed. Recognized by peers as an effective teammate.

Demonstrates personal skills and characteristics that model what is desired in all employees.

Demonstrates a high level of commitment and dedication to the mission and continuous improvement of WMFE, a high level of energy, and an obvious enthusiasm for the work of WMFE.

Serves as Secretary and Treasurer of the WMFE Board of Trustees and its committees.  Supports each of these committees through communications, research, and follow-up.

Participates in the planning of Trustee meetings.  Drafts agendas, attends meetings and records minutes.  Ensures financial performance, prepares and provides reports during Trustee meetings.  Engages in other board-related activities as needed.  

POSITION REQUIREMENTS

Supervisory Responsibility

Managing the Accounting, Human Resources, and Information Technology functional areas.  Supervises some staff directly, others indirectly.  Directly responsible for some reviews, indirectly responsible for all reviews in areas of responsibility. 

Education and Experience

Bachelor’s degree and at least 10 years of relevant experience in accounting, finance, or related fields. CPA or MBA desirable.  Several years of supervisory or managerial experience.  A background in the nonprofit sector with information technology, facilities, and human resources experience preferable.  Media experience a plus.

Essential Skills

Strong organizational, communications (written and verbal), interpersonal, and critical thinking skills required. Demonstrated ability to work collaboratively.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical demands

While performing the duties of this job, the employee is regularly to talk, hear, walk, sit for extended periods, travel, and occasionally stand, use hands to feel and hold, and reach with hands and arms. The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus. The work environment is usually an office and is usually quiet.
